Child Care Resource and Referral serves seven counties in Northwest Minnesota: Kittson, Roseau, Marshall, Polk, Pennington, Red Lake, and Norman. The mission of Child Care Resource and Referral is “Quality care and education for every child.” This is accomplished by providing a variety of services to parents, child care providers, community members, employers and government entities.

Parents receive information and resources that will assist them in making a decision regarding child care for their children.

Child Care Providers caring for children birth to 10 years receive a variety of services. Caregivers may be licensed or may be providing care for family members and neighbors only. Caregivers are encouraged to call to receive resources, technical assistance, training opportunities and consultation services. Resources include a lending library of books and videos, grant assistance, health and safety information, and information on starting up and running a child care business.

Community members, employers and government entities may receive data on early childhood services in communities, child care rates, and the supply of child care within the service area.

Child Care Resource and Referral works with various partners within the state and the communities in the service area. Partners include the Minnesota Licensed Family Child Care Association, Minnesota Child Care Resource and Referral Network, Minnesota Association for the Education of Young Children, Lakes and Prairies Child Care Resource and Referral, and Mahube Child Care Resource and Referral.

Funding for Child Care Resource and Referral is provided from the Minnesota Department of Human Services, the Polk County Collaborative and the CJ Foundation for SIDS.

We believe that a stable, safe, healthy, comfortable, and culturally relevant environment is crucial to a child’s physical, emotional, social, cognitive and creative growth.

We believe in positive guidance techniques. By establishing consistent, age appropriate limits, we help the children function in their world. Our programs are designed to develop in children a sense of independence, social competence, confidence and responsibility.

We believe our program strength lies in the dedication and commitment of our staff. We support our staff with training, resources and opportunities to create a unique and meaningful learning experience for the children. Our staff creates a caring and nurturing environment that enhances each child’s individuality, creativity and self-image.

We believe that our program must reflect the needs and goals of children and families. We must work together for an integrated, comprehensive approach. A caring, cooperative workplace respects cultural values and supports positive relationships and respectful interaction.

We believe a child is better able to understand new ideas when the ideas are expressed in their home language. A child is better able to understand a second language if they have stronger language skills in their home language. At the same time, an important part of preparing children to be successful in Kindergarten and beyond is helping them to understand and speak English. All children should be exposed to a language rich environment. Every effort will be made by the program to staff classrooms with adults who speak the home language.
